I think a better approach would be to push for more strigent testing for drivers' licenses. With a written retest every renewal that covers in-depth information concerning other road users. Of course this is only a partial solution. Since a license isn't required to operate a bicycle in most areas, only motorists would be learning the information.
Sailboats have ROW while under sail in all situations verses powered craft except in the case of a "Rule 9" situation where the powered craft is constrained by draft. Sailboats become powered craft only when they engage an engine.

Thus the equivalent situation could apply to motor vehicles and human powered vehicles... human powered vehicles could have ROW in all cases except where specially designated rules (such as interstate freeways) apply.
