Yes, but it's a lot easier, quicker and more precise with a dishing tool. Thing is, dishing tools are pretty cheap; I got mine for $15. An lbs built a wheel for me without using a dishing tool, and it ended up being a good 3mm off and I had to re-center my brake to keep it from rubbing. That's the last time I let an lbs build a wheel fro me.
