Richard Talbot was a New England frame builder back in the 70s and 80s. He gained some notoriety by publishing one of the first "how-to" guides for designing and building a bicycle frame with minimal investment in specialized tooling. It's been out of print for quite some time now, but used copies are still available:

The bike in your picture does not look like something he would have made, although it's difficult to see much detail on the frame. The components on the pictured bike look like inexpensive, entry-level stuff, not what you would find on a high-end custom frame.
