I am permitted to move into the lane if conditions warrant, and other vehicles are required to slow behind me until it is safe to pass. I don't unnecessarily impede other traffic on the road, and out of courtesy I will often yield the right-of-way to other traffic but I am not legally obligated to do so. The law already gives you what you want; you just have to be assertive (but not aggressive) in claiming what's already legally yours.

Examples. These photos were taken while I rode my bike.

In the first attached photo, I'm in the left-turn lane waiting in my place in the queue.

In the second attached photo below, the road is too narrow to share safely.

This happened yesterday. I was approaching the traffic circle in this photo when a motorist behind me accelerated to attempt to swing around me. Note the median and the bulb out -- there was no way the driver could get around me safely. I signaled slow with my left hand open, palm back, and moved left into the lane to force the driver to slow down.
