How long is your commute? If you are in Durham, it's not particularly hilly there. There are certainly a lot of options for commuter bikes. Old (pre-suspension) mountain bike are great and would probably cost you significantly less than $315. That sounds like an awful lot for a shifter. What is your current bike, and how do you use it?
