From experience, I can say that a baselayer in heat and humidity really doesn't do much good. Maybe they work better in dryer areas, but it sounds like the Tour has been humid the past few days.
i must agree im stationed in South East Georgia and boy is hot and humid during summer, and a base layer is blahhhh
