Toe clips and straps, yes. Platform pedals, no toe clips or straps, don't think I've ever seen anyone finish a Cat 5 race (i.e. not get pulled).

Presumably it could be done, but anyone that's serious enough rider, to likely be strong enough to pull it off, would have toe clips.

Also, I think it would be just a bit dangerous. You wouldn't want your foot coming off the pedal in a high cadence effort sprinting, or matching an acceleration
