Ok so update, after calling about 10 different bike shops, most of which told me they either didn't know what cold setting was or that I couldn't bend the frame I actual found a small bike shop that specialize in classic and vintage bikes. He's a frame build and kind of chuckled when I told him what I needed and said he was the only guy in Hampton Roads (about a 100 mile radius) that actually does this still and was surprised I wasn't directed towards him earlier. Anywho I'll be taking the bike to him later during the week and seeing what he thinks. If its a no go maybe he'll have a wheel set I can buy. As far as the wheel goes I put it back on the wally'world frame and it spun freely so I'm thinking that its not the hub but I could always be wrong.
