i have attached the pictures of the 10 speed nishiki. i also have some questions. the bike is used and has a bit of rust and other issues so...

1. is there any way to remove dust from the frame? what about smaller pieces?

2. i plan to paint the bike, how should i go about this and what materials do i need? how should i sand the bike?

3. what is the best kind of handlebar tape to use? is it worth having a bike shop tape it for me?

4. what is a good online bike store?

5. what are good tires and worth the money? i heard that is the first thing to upgrade.
