Technically anytime you exert your muscles enough to tear the fibers, then they will be rebuilding stronger. So yes you are building leg muscle, but the process of gaining muscle is very slow. Gifted bodybuilders are only able to gain 10 pounds of muscle a year, so the process of real gains takes much time.
Totally agree about what you said but would like to add one thing. Sometimes People get discouraged when they hear that 10 pounds of muscle gain in a year is a lot but go to the grocery store and look at ten pounds of lean beef and you will find it is a lot once packed on to your body.

Also i have no science behind what I am going to say but I think people like myself who went a long period of time with little exercise will gain a little more muscle much quicker because they are just kind of getting back to normal not really pushing there genetic limit yet.
