The road derailleurs are designed for a maximum cog of 27 teeth. This has nothing to do with the capacity of the cage it is based on the distance between the axle and the guide pulley. YMMV depending on your derailleur hanger.

If your guide pulley clears the cassette you can use the short cage it it doesn't you will need a mountain derailleur.
