I think they are stiff but take what I say with a pinch of salt. I'm not very experienced with wheels and my previous set are noodly bottom of the range shimano r500. They are very much stiffer than those and i did some tests on my bike to compare them. the r500 would bang on the brakes every stroke going up a steep hill standing but on the pro-lite bracciano wheels they didn't. I then narrowed the brakes more to see how narrow before they banged on them and they still didn't to the point where i wouldn't set them any nearer. I got mine for £250 here and that's with VAT.
