Yes it is bent. They make a special tool to bend a align the hanger. A Park DAG-2.

Look at the website to get an idea of the alignment process and how it is supposed to be.
In the absence of the tool you can use something else but you will have to remove the wheel. The bend has to occur at/near the original bend location (Meaning it has to slip over the hanger to not bend just the thread section of the hanger. And it won't be perfectly straight compared to the wheel as it should be.
