+1. Bike tire size claims are highly suspect and often tires are not as marked. I have a pair of cyclocros tires on one bike that are labeled 700x32 that actually measure 26 mm installed on suitable rims. I have had tires marked 700x25 that measured as narrow as 22 mm when installed so it's not likely you will notice a major difference.

BTW, I've also had excellent service from 700x23 Rubino Pros. They've been durable, handle well and measure a true 23 mm.
