Police and university surplus auctions are a good place to look as well, right after the end of a school year. Kids abandon bikes, and they get sold for next to nothing. I once got 15 frames and 20 wheels for $10 that way.
The important thing is to not think you'll get exactly what you need the day you decide you need it. Keep your eyes open every day. Eventually you'll find what you want.
