Yes, you can replace a tubular wheel with a 700c clincher. This time make sure the wheel is 700 and the tire is 700. You may need to adjust your brake pads for proper orientation on the rim for braking but other than that it shouldn't be a problem.

You don't say what you are doing about your freewheel/cassette. Are you moving it over?
