When pedal strike the ground, the wheel's inertia is going to keep the cranks moving: the struck pedal will push your bike off the ground. Your rear tire is off the ground so your bike is gonna slip out because you are kinda leaning in. You drop ... then dragged along with your bike. ... Sounds like every fall you (and I) made in the past, but this is gonna come completely unexpected and in the middle of cross-traffic with moving cars around you. You would hate that, don't you?

I would just slow down and keep turning at a respectable rate. If necessary, I would use the low-speed-over-steer to hasten the turn rate. But I would only use it when I am confident that it would work.
