I have the same problem with Tiagra STI shifter and FD. The inline barrel adjuster does not have any effect on the cable. I'm going to try to reconnect it to the shifter holding the housing. Original OP you don't mention if that solved your problem.
I didn't notice the first time adjusting it, but the cable housing was also spinning with the adjuster. I just held it this time and spun the adjuster. You can easily see if the housing is spinning or if they're moving apart. No reconnecting of the cables, just using two hands instead of one.
