Exactly.
One maker's 61 might be a completely different size bike than another maker's bike. Two 61 frames could have different length top tubes, etc.
Still, that bike might be too big for you.
If you can't try that bike maybe you can try other bikes to find out what fits you, take a tape measure to it and compare that way. You can find geometry charts on-line for many bikes.
