Too much effort; I'd just live with it.
If that's the wrong answer, see if you can disassemble the seat and have the springs chromed. Whatever you do, don't strip the paint unless you're going to replace it with something better; I guess there's not much harm in painting them silver over the black, but I doubt it'll actually look better than it already does.
