ZipStrip brand stripper, rinse, hit remnants with a fine wire brush on a drill, rinse, wash with muriatic acid, rinse thoroughly, dry, degrease (e.g. acetone) and take that puppy to an auto body shop, powdercoater, or if aluminum, to a metal polisher for a bright sheen before anodizing.
Sure, you could paint it yourself, but getting a good paint takes the right tools and practice.
Don't forget to cover BB and bosses, and threads, and to machine/sand off paint from binding surfaces, e.g. dropout faces.
I've only done it once to a bike, and once to motorcycle, but that's what I learned, anyway.
