FWIW, i just measured my pasela TG 700 x 28c, with 90lb of pressure, and the diameter varies between 27.5-28.0mm. so, they seem pretty true to their stated size. if their sizing remains true with their 32c version, then you should be in luck. but in my experience, you should strive for a minimum of 2mm lateral clearance on either side of the tire, since tires are never perfectly round and have bulges, etc. also, as wheels go slightly out of true, you want that comfort margin.
i don't have delta cruisers in 700 x 35c to follow up with neal's comment, but i have the roadster-sized 635-40 delta cruisers in cream (as you have, velouria) and they measure a true 40.0mm with 50 lb of pressure.
