So my point... it is dangerous to ride at 1:30am... it just is. I don't blame the cyclist, how wrong would that be, but he was in harm's way being out there so late. I don't agree.
There's less traffic at 1:30 am in LA than at 5pm. The most dangerous time to ride is at dusk, during rush hour in the winter according to the NHTSA.
And take it from someone who spent a lot of my life around drunks. They don't care what hour it is when they decide to get behind the wheel of a car.
