Bikes: 1986 Pinarello Pista

Is this bike ok for a beginner?

I know what your thinking, "Another damn what bike should I ride thread!".

Not quite. I own an old track bike and was wondering if you would critique it for me and let me know what I should change before hitting the track for the first time.

1986 Pinarello Pista frame and fork
Cinelli stem 120mm
Cinelli Critirium bars
Suntour Superbe 170mm cranks w/ 47t chainring
Shimano Ultegra pedals
Vittoria Rally tires

and 2 different wheels

Mavic Reflex rim and Formula hub 36spoke only 16t cog
Super Champ rim and Campy Record hub 28spoke have a few cogs but cant remember the sizes right now.

What would you change about this setup for a newbie on the drome?
