No they don't come with the surly nice racks I put them on my self with zip ties I think I use 5 on each one No way they should come off I done a test ride with them full of water they did not move at all.All I want to install now is a set of clipless pedals.I have a nice pair of shoe for the clipless pedals ready to use.I just have to wait until my wife not here to get them lol.
