I've raced at Colorado Springs, and the concrete surface is very good and won't chew up anything but the lightest record attempt type tubulars, which I don't use anyway. The Rally and Giro are very low end, low pressure tubies that are not very round (I had some Rallies that were positively lumpy), so I'd spring for something a little better like Conti Sprinters, which can be had for under $50 each. You can take advantage of the higher pressure and better roundness on the track, but still ride these on the road.
