Terry used to make shallow, narrow bars that would work with either a 26.0 or 25.4 stem. They were notched in the drops making it easier for small hands to reach the brake levers too.
I bought a set of those from Lickbikes about two years ago for my daughter's bike. It was their last unit, and they said they were discontinued.
