a much more reasonable interpretation of SMV-FRAP laws as worded in NC would be

"vehicles moving not maximum posted speed operate in the right hand land OR if narrow vehicles able to share lanes, as far right as practicable"

to assert your state law qould NOT require a cyclist to operate FRAP in a 16 foot wide outside lane is ludicrous.
