As a practical matter, it's irrelevant. Cyclists creating problems by operating in the center of 16' lanes when operating to the right is safe is far to rare an event to worry about it. Cyclists voluntarily ride on the right side of wide lanes when it is safe to do so and helps others pass.

Practically all of the harassment of cyclists operating in the center of travel lanes involves narrow lanes, roadside hazards, or left turns. The easiest way to legally defend cyclists' positioning in these situations is to point out the cyclist's equal right to the travel lane. The easiest way to build support with police about this positioning is to help them understand the operational issues at stake, and to actively promote courtesy on a voluntary basis.
