That brake placement was standard on mountain bikes for a few years. Charlie Cunningham invented the roller cam brakes that made such placement possible and may have been the first to build bikes with brakes located under the chain stays. Cunningham is the guy who made "Otto".
I'd love to be able to fit rollercams to my bike - the modulation is supposed to be the ever achieved. I think they're still used on some high end BMX bikes?
