so, If I am geared low enough and riding slow enough to do a skip stop - that means that legally (in MI) I have brakes.
Example of a totally stupid law. The only way for this to work is to have a rear brake, which guarantees the least effective braking, and is totally unrelated to the important issue, which is stopping distance.
