a 25c tire will usually ride a little better than a 23c because all things being equal, you can run them at a lower PSI. regardless, you can put a 25c tire on the soul wheels. Also, not all tires have the same ride quality regardless of size. I find a 23c gp4000s rides smoother than a 25c gatorskin.
