this may sound like a problem, but it could be circumvented by improving your Functional Threshold Power (FTP, defined as power you can maintain for one hour). As long as the hills you encounter in your race aren't the short, punchy ones (aka sprinter's hills), being able to maintain power for an elongated period of time is more important.
