Beware your big plans. Spitting on anyone is simple assault and would hardly hold up as self-defense. And don't be "kicking balls" unless you can justify it as defense, either. Yeah, it sucks that law enforcement often isn't aggressive enough when motorists threaten cyclists' lives with their vehicles, but it sucks even worse to end up being the one hauled in at the end of the day.

To the OP, you must get back in touch with the police regarding the note from the witness. I'd even encourage you to meet with the investigating officer in person. Your experience rises above the usual harassment, and this motorist could very well seriously injure someone down the line. As others have mentioned, having a corroborating witness makes a huge difference in what the police can do. Frequently, the police simply can't pursue these situations because it's just one person's word against another.
