You are correct. Switching to cycling shoes are about $90 to $100 and pedals are $50 to $85, so a $150 to $200 investment.

I guess I was lucky when I got my cycling shoes a few years ago for $60 and clipless pedals for $45. It must have been a closeout. My point is, the OP would benefit from clipless whether he sticks with the navigator or switches to something else.
