You are correct. I was addressing your comment that it "sounds like someone lost control of their car" about passing on the right at intersections, the thread subject. The drivers I saw passing on the right at umpteen intersections in Philadelphia may not have had control of all their senses but they knew precisly what they were doing- They were getting over on the slow SOB in their way.
