You MUST do this. Use a punch or a wrench. And use a hammer. All the other methods are a waste of time, since this brake doesn't have flats on the bolt. No need to replace the bolt, as Kurt suggests. Just whack it.
Before you do this, however, make sure each arm swings freely and independently.
