Are you basing your entire argument about helmets on that article? Obviously, that "doctor" is out to prove a point that because of helmet laws, people do not ride and thus get fat and die. That's ridiculous. To mention seatbelts again, it's like saying if seatbelt are made mandatory for children in the back seat that parents will start leaving their children at home and they will die because of neglect. I'm sure some careful manipulation of data could prove that point but it would be a joke, just like that article is.
You act like because helmets are only designed for 10 mph impacts that they are useless at speeds above that which is just not true. My favorite part of that article is this:
They often use the term “serious” head injury to mean anyone attending hospital, or admitted for observation overnight. In a sense that is correct; some of us have seen cyclists very upset, with scalp grazes and gashes, and a large proportion would be admitted to rule out intra-cerebral bleeding. But very few actually suffer any long-term effects, apart from increased wisdom.
Maybe it's just me but if wearing a helmet will protect me from scraping the side of head off, then I'm going to wear one regardless of if this doctor thinks it's a serious injury and not one to be concerned with.
