For a 1 hour commute, your best bet is to buy two pairs of regular winter riding gloves (medium weight?). If the first pair soaks through and your hands start getting cold, replace with the dry pair. I've found my hands stay warm enough for up to an hour commute using this strategy. Unless it is really coming down, I usually don't even bother changing gloves.
