No, they're empirically tested to protect at 14mph. Just because they pass at 14mph doesn't mean they fail at 15. Moreover, just because they pass at 14 doesn't mean they'll protect at 7.
There are too many variables to make blanket statements like you do about helmet safety.
One that can be made is that helmets have a better chance of reducing the likelihood and severity of head injury in a random crash than does the bare head (or lucky charms).
