Your original question seems to imply you're asking about the speed difference between a "loaded" touring bike and unloaded road bike. It's hard to answer the question because we don't know how big your load is.
However, just to compare, I ride my commute every day on a light touring bike with 1 pannier and usually a light load (change of clothes -- no shoes -- and usually a small notebook computer). Typically I average about 4 mph less than doing the same route on my road bike. I would imagine with a full touring load I'd be even slower.
Unloaded, on my touring bike, I'm about 2 to 3 mph slower than on my road bike. Partly because it's a bit heavier; partly because of position; partly because it seems to take more mental energy to "push" the touring bike; it wants to relax.
