My Specialized Allez is faster than my LHT, but I don't know how much. My LHT has fenders and racks all the time. It's too much of a hassle to take them off when I have my Allez for fast rides. My LHT has very strong (heavy) 36-spoke wheels and fatter (heavier) tires. My Allez seems to accelerate much more easily. My Allez has much higher gearing which makes it easier to go fast on level roads or slight downhills.

All of these things make my Allez faster, but not that much. Unfortunately, it uses the same old dependable but slow engine.
