It would be easier doing 30mph+ on a flat smooth surface that is relatively straight than a narrow and winding downhill road. Everything is relative. Of course larger wheeled bikes will handle a wider variety of high velocity situations better but a smaller wheeled bike can cope with normal roads if it is well made with the right components and tires.
