The fact of the matter is that when modal choice is examined in terms of vehicle miles traveled (VMT) (essentially number of trips x the distance of those trips), cyclists/pedestrians represent far less than 1% of the total. The estimates for transit are around 5% (which since transit implies some measure of walking may be where you get your number).
And the fact is that VMT (in conjunction with VHT, vehicle hours traveled) is the key measure, since it takes into account the distances traveled. Long trips are never going to be practical on bicycles.
