what IS helpful, and required of transportation agencies, is to consider all road users in the design process: peds, transit, bicyclists and the differently abled, in road projects

i don't establish how it actually works? communities with active transportation planners and a vocal adcvocacy community or a bike master plan already do this.

to ensure this, projects have been blocked, municipalities sued when failing to consider bike and ped traffic along major road work projects.

i don't have to qualify something that is part of the established design process already extant in many transportation agencies- after all, it is required to meet federal funding criteria.

transportation planners are not too keen on risking funding from a stupid oversight of important federal transportation directives. what usually happens is agencies make claims the cost of the projects exceed the limits of acceptability, but the high standards established by the feds usually crushes this in the courts.
