Sounds a bit like here in PA I live right near and ride on PA bike route G . Of the section I ride some of it is good for riding, very little traffic and a speed limit of 35 MPH, no shoulders though. On the other hand another section of the same route that I also ride has a 55 MPH speed limit and a gravel shoulder. Also only one lane in each direction. Road near the shoulder has been "repaired" with the stone and tar technique so it is less than smooth forcing you to ride a good bit into the travel lane. There isn't a ton of traffic on this route but the cars that are there are moving pretty good...I haven't been hit...yet.
