Yeah, I'm pretty sure this is the case. For example, if you enter "commuting" for the purpose, it won't allow you to have a radial lacing on the front wheel, only 2x or 3x. Also, certain products are listed as "recommended" or "acceptable" or simply not allowed for your build. As far as I can tell, there is no cost attributed to any of the purposes available.
