measurement is between centerlines. center of the fork, to center of the bar. along the shaft of the stem.
NB there are 3 types of bars, mountain, 1" road 26mm and oversize 1.25"
also consider increasing saddle setback. shifting body weight off your hands and onto your butt.
higher bars, unless you want go-fast aero racer position on the bike ..
or training.. developing back and abs muscles, to hold your torso up..
then weight of only your arms, will lay on the bars...
