Nutted axles are required on the track per regulations, however, you are allowed to use a road wheel with a hollow axle on the front with a bolted skewer instead of a quick release lever. On the road this rule is irrelevant, and you can certainly use a quick release lever, however, a bolted skewer provides some security over a QR lever against theft.
