I estimate it will take $250-300 for all those upgrades. If you can sell your CC for around $700, then do it. If you can't then stick with the CC. I doubt you will get $700 for a used CC. Unless there are some high end wheels and parts.

The Rocky Mountain does have a better frame and it has more of a touring geometry vs. the CC so if you want more of a touring bike vs. the commuter bike like the CC get the Rocky Mountain.
